The IBU was organized in San Francisco November 20, 1918 and is dissimilar in its structure and its method of functioning from any other maritime union in the United States or Canada. From 1918 until December 1931, the activities of the Union were shortly thereafter established in the Columbia River Area and in the Puget Sound Area and have continued to steadily grow until today it represents members working over the entire area of the Pacific Ocean. In 1928 The Union first established an eight-hour, six-day week and wages were pegged at $139.40 for Deckhands, $146.35 for Firemen and$120.00 for Watchmen on the basis of eight hours a day, six days per week.

The International Longshore and Warehouse Union has approximately 42,000 members in over 60 local unions in the states of California, Washington, Oregon, Alaska and Hawaii. An additional 3,500 members belong to the Inlandboatmen's Union of the Pacific, which constitutes the Union's Marine Division. Another 14,000 members belong to the autonomous ILWU Canada.

The members of the International Organization of Masters, Mates & Pilots (MM&P) include the world’s best-qualified and most highly trained professional mariners. MM&P represents: licensed deck officers on U.S.-flag commercial vessels sailing offshore, on the inland waterways and on civilian-crewed ships in the government fleet; state pilots; marine engineers; unlicensed seafarers; and maritime industry shore side clerical and service workers. The union is a dynamic advocate for its 6,800 members and a voice in Washington, D.C., for the domestic maritime industry and America’s Merchant Marine. MM&P is the marine affiliate of the International Longshoremen’s Association (ILA), AFL-CIO.

The SUP is a union of unlicensed sailors that work in the deck, engine, and steward's departments in U.S.-flag vessels under contract to the Union. The SUP also has collective bargaining agreements with U.S.-flag companies where licensed personnel are also represented.
